If it isn't that your phone network is down follow the following 3 solutions.
1.Go to Menu>Settings>General>Reset>Reset Network Settings.

In the APN : Settings>General>Network>Cellular Data Network
change mobile.o2.co.uk to payandgo.o2.co.uk
